As a candidate for School Board member, I am committed to advocating for the needs of our local education system. With a focus on improving student outcomes, enhancing teacher support, and ensuring equitable access to resources, I will work tirelessly to make a positive impact on our community's schools.
My Goal
My goal is to see that all students are provided a high-quality education to prepare them for success in the future. We should strive to foster a love of learning and create a supportive and inclusive environment.

Education is the most important asset we have to give to our children and the community. We must make the most of every child to create the best future for us all.
Recognizing that, I served as a member of multiple legally mandated Citizen’s Oversight Committees. I oversaw expenditures of $500,000,000 in bonds to renovate Redwood, Tam & Drake High School, College of Marin (current), Edna McGuire Elementary, and Ross School. Also, I helped raise over $65,000 for local nonprofits [special needs adult housing.] My commitment is clear.
As a Marin resident over 40 years I dedicated significant volunteer time to improving the local school systems as well as serving the legal needs of our community as a civil litigator, judge pro-tem, arbitrator, appointed hearing officer, and Marin County Bar Association Board of Directors, while raising my two sons. My contributions to the Marin Pro Bono Program have earned recognition by Marin Legal Aid. As a member of the prior Sheriff's Citizen's Advisory Committee I helped improve police-citizen interactions. I have worked with many constituencies.
There are many challenges ahead, and as a proven problem-solver I will strive to contribute to good solutions. Education is my #1 priority for my family and yours.

KEEP LOCAL SCHOOLS . . . LOCAL
LOCAL GOVERNANCE PROVIDES LOCAL ACCOUNTABILITY
Proximity to home ("school attendance areas") should continue to be the first criteria for student placement, not district-wide or county-wide lotteries that can result in student placement a long distance from home and from established friendships, as was the case in Mill Valley recently. [See "Parents fume over kindergarten placements" Marin IJ 7/24/2024] Recent talk about "school consolidation" of school districts from Sausalito/Marin City to San Geronimo raises concern about disruption of student life (and parents lives), traffic, environmental issues (gas pollution) and loss of valued biking and walking to school options.
Nancy is the only candidate seeking clarity regarding this issue.
Four (4) of the central roles of a MCOE Board member relate to the core responsibilities of the MCOE: (1) Providing curriculum and teachers for students with Special Needs (and coordinating same for the School Districts); (2) Financial Oversight of member School Districts to assure solvency; (3) hearing of Interdistrict transfer appeals, and (4) Collective Bargaining with the Unions involved with the MCOE.
Regarding these central roles, Nancy’s relevant education and expertise will provide valuable support:
(1) Financial Oversight: for over 20 years Nancy served on different Oversight Committees for the review and approval of millions of dollars of public bond money spent on many local schools. Nancy is experienced and knowledgeable in the critical review and evaluation of complex financial records that are school related.
(2) Special Needs coordination and provision. The MCOE provides programs for special needs students directly and/or coordinates with the local School Districts regarding their offerings for Special Needs students to assure accurate and complete matchings and to do so economically and to best avoid costly duplication where coordination can be accomplished. Nancy has handled Special Needs student matters for clients, in turn requiring research and familiarity with complex legal statutes and regulations regarding a school’s responsibilities to Special Needs families. This is a difficult skill to master and one that Nancy has developed - which will benefit the MCOE.
(3) Collective Bargaining. Nancy was trained in Collective Bargaining at her undergraduate school: Cornell University’s School of Industrial and Labor Relations, and has participated in different Collective Bargaining negotiations professionally. As an attorney Nancy is familiar with a wide range of labor laws, including employment and discrimination matters, as part of her law practice. Nancy has practiced before the NLRB and EEOC and the California Civil Rights Department. Her knowledge and experience will be of value to the Board during important labor negotiations.
(4) Interdistrict transfer appeals. Nancy is accustomed to applying rules/statutes/guidelines to facts as presented, and has handled many hearings and appeals which experience enhances her ability to properly handle such matters.
Nancy is well equipped to assist the MCOE with its core responsibilities to the public.
